About
Jacques Mouton, founder of Synapse.
Founder. Leads AI adoption programmes that turn AI spend into hours back.
Jacques Mouton is the founder of Synapse Photonics SAS, established in 2026 in Sophia Antipolis, France. The company operates two practices: Synapse Fusion, which helps organisations convert AI investment into measurable time and value, and Synapse Photonics, which develops photonic data protection for isolated systems.
His career spans security, data protection and organisational transformation. He served in the U.S. Army Special Forces (Airborne), was Regional Director at Sanctuary International SAS, and led global data privacy at Syniverse. Prior to Synapse, he spent more than four years at a global technology company, moving from privacy engineering and cloud data governance to adoption and transformation, and then to strategy and AI coordination within its security organisation.
There, in an organisation of approximately 200 people, he introduced an anonymous intake for operational friction that received more submissions than there were employees within three months, giving leadership a costed view of where AI could reclaim time and reduce spend. On the strength of those results, he was asked to extend the approach to an organisation of approximately 400 people.
Jacques is a named inventor on nine patents in privacy, identity and secure communications. He authored the section on service levels, sustainability and business impact in the GSMA’s report on quantum networking and services, has published six technical disclosures, and is a Fellow of Information Privacy of the IAPP. He holds a Master of Public Health and a Master of Health Administration from the University of South Florida, and INSEAD’s Executive Certificate in Global Management.
